Boundary disputes involving driveways, roads, common walls, plantings, and streams are all too common for the real estate and general practitioner. Despite the frequency of these emotionally charged cases, there are few good sources to which lawyers can turn for guidance.
With this nuts and bolts seminar you will learn to find the mistakes in subdivision plans that can cause problems later on and to write accurate legal descriptions. When boundary disputes can’t be avoided or settled you can learn proven techniques and strategies for handling these difficult cases.

North Penn Legal Services is sponsoring a Public Benefits and Employment workshop to help representatives from local organizations understand their clients’ rights regarding public benefits and employment. Over the course of the day attorneys can earn up to 3 Substantive CLE credits by attending the following:
8:30 AM – 9:00 AM: Registration
9:00 AM – 10:00 AM: “Barriers to Employment” Learn how criminal, juvenile, and child abuse records can effect your client’s ability to find employment and what you can do to help them. 1 Substantive Credit
10:00 AM – 11:00 AM: “Review and Update of TANF (Temporary Assistance for Needy Families) Work Requirements” This session will focus on current work requirements for the TANF program, with an emphasis on determining who is and who is not subject to these requirements. 1 Substantive Credit
11:00 AM – 11:15 AM: Break
11:15 AM – Noon: KEYS Program. The Keystone Education Yields Success (KEYS) program will discuss postsecondary education opportunities for TANF parents, as well as some parents who receive food stamps only.

Noon – 12:45 PM: Lunch will be provided by The Allentown Brew Works for an additional $5.00 fee.
12:45 PN – 2:00 PM: “Family Violence Option – Subsidized Child Care” This session will cover special TANF rules that make it easier for victims of domestic violence to access and keep their benefits and special rules designated to ensure access to child care assistance for families leaving TANF for work. 1 Substantive Credit
12:45 PM – 2:00 PM: “Barriers to Employment Breakout Session" This workshop is a continuation from the morning “Barriers to Employment” session. It will be held in Room 123. No CLE Credit given for this session

Global Warming: Making Sense of the Climate Change Debate

A BALC Lunch & Learn Seminar
Global warming is in the news almost every day with the recent convening of the Bali Conference of world diplomats, Al Gore’s Nobel peace prize, and the release of the Fourth Assessment Report of the Intergovernmental Panel on Climate Control saying that “global warming is unequivocal and carbon dioxide already in the atmosphere commits the world to sea level rising an average of 4.6 feet.” The stakes are huge with proponents calling for reductions of greenhouse gas emissions by 25 to 40% below 1990 levels by 2020 that could equate to expenditures of 1 to 4% annually of worldwide economic output (with some estimates as high as $84 trillion by 2100).
This seminar will cover the background of climate change, the greenhouse gas pollutants involved, and various adaptive and mitigation measures as well as regulatory and other controls being taken and proposed by state, federal, and international bodies. It will also explore the positions of credible scientific proponents and skeptics on the key questions of whether the earth’s temperature is really increasing beyond what would normally be expected, and if so, the extent to which human emissions of greenhouse gases are contributing to unnatural warming. It will explain how global warming projections are made, what the IPCC’s projected outcomes are for 2100, and the uncertainties inherent in the calculations as noted by the skeptics.
Attorney Keehn serves as Environmental Counsel for the firm Gross, McGinley, LaBarre & Eaton, LLP since January 2006. he previously served for 29 years as the Senior Environmental Counsel of Air Products and Chemicals, Inc., in Trexlertown, PA where he handled an array of air, water, solid and hazardous waste, wetlands and other permitting and site remediation matters.

Forgive My Last Absence – The Status of F.M.L.A. and Intermittent Leave

A Bar Association Luncheon Seminar
Intermittent leave under the Family and Medical Leave Act is the most criticized, but often least understood aspect of the legislation. It is often the most difficult type of leave for employers to manage or control, and the majority of employers in a recent survey stated that their employees had abused the intermittent leave provisions of FMLA. The U.S. Department of Labor promulgated regulations that put flesh on the bones of the statutory concept of intermittent leave. These regulations have been both harshly criticized and highly lauded.
In this seminar we will review the “basics” of FMLA and then focus specifically on the intermittent leave sections of the statute and the regulations. The goal is for both employees’ and employers’ attorneys to leave the seminar with a clearer understanding of the scope and limitations of intermittent leave.
Attorney Servis, a frequent presenter of BALC seminars, has been in practice for 22 years. He has represented the County of Lehigh in employment matters in federal and state courts, the EEOC, PHRC, PA State Civil Service Commission, PA Labor Relations Board and Workers’ Compensation Appeal Board.

“BRIDGE THE GAP” PROGRAM FOR NEWLY ADMITTED LAWYERS
SCHEDULED FOR JULY 10TH
The Bar Association of Lehigh County, sponsor of the Pennsylvania Supreme Court’s “Bridge the Gap” CLE program for newly admitted lawyers, announces that it will be presenting the program once again at Bar Association headquarters at 1114 Walnut Street in Allentown on Thursday, July 10, 2008, from 12:30 PM to 5:00 PM.
In 2002, the Supreme Court of Pennsylvania approved a rule change requiring newly admitted lawyers to complete the “Bridge the Gap” program by the end of their first compliance deadline. This four hour program, revised in 2005 and again in 2008 to provide updated content and to focus on changes in the Rules of Professional Conduct, contains information to assist newly admitted lawyers in the transition from law student to attorney.
Approved for four hours of Ethics Credit, the program will be provided by BALC at a cost of $10.00 to any newly admitted attorney. The program is open to all lawyers. The cost to attorneys practicing two years or longer who have an interest in attending is $90.00.
